Environmental Protection Agency (EPA) Emergency Planning and Community Right-to-Know Act (EPCRA) Tier II reports are due by March 1, 2017, and are required from industrial facilities that store hazardous chemicals in excess of a threshold amount. While the national threshold is 10,000 pounds of chemicals, some states have thresholds as low as 500 pounds. It’s important to know your state’s requirements.
Who needs to report?
Industrial facilities that store chemicals in EPCRA-reporting amounts often include:
- chemical plants
- manufacturing factories
- sawmills
- bulk plants
- fleet fueling facilities
- marinas
- retail gasoline facilities
Facilities that stored more than a threshold amount of petroleum fuels or other hazardous chemicals at any single point in time in 2016 must file an EPCRA Tier II report. Retail gasoline facilities with a capacity to store more than 75,000 gallons of gasoline and/or 100,000 gallons or more of diesel fuel—regardless of how much fuel was actually stored in 2016—must also file EPCRA reports.
What is included in an EPCRA Tier II Report?
The EPCRA Tier II inventory report will include the locations and amounts of hazardous chemicals present at a facility over 2016 and is used to inform state and local officials, as well as the public, with information on potential hazards.

What are my state requirements?
Some states have specific requirements (including electronic filing) for Tier II inventory reporting. Check out these pages for more information about each state’s requirements.
PPM’s Gulf South service area states are listed here for ease of access, but other states also have specific reporting requirements. Be sure to reference the EPA website for full information.
