The Association of State and Territorial Solid Waste Management Officials (ASTSWMO) recently released its annual survey results titled State Funds Survey Results 2018. This effort is done on an annual basis to help give states and underground storage tank (UST) owners a better understanding of the financial heath and how UST trust funds are operating. The survey is broken into 4 tables, Design Characteristics, Funding, Activity, and Cost Control Measures.
Here are some of the highlights from the survey:
- Annual revenue, balances, and claims continue to grow year over year. However, the number of open release sites has been reduced 32% over the last 5 years.
- A state managed Motor Fuel Trust Fund serves at a Financial Responsibility mechanism for active tanks in 36 states. 22 states have sunset their funds or have established a future sunset date.
- The national average cost of a completed UST cleanup is $142,219. This data is averaged from 232,743 completed UST cleanups.
- The total number of sites that have exceeded $1,000,000 in cleanup cost since 2014 has grown from 1,554 sites to 3,261.
This survey always provides very interesting information, in particular, the Cost Control Measures section provides interesting commentary on how the states are evolving different tools and techniques to better perform and manage their funds.
