Corey Gautreaux
Mr. Gautreaux is the District Manager for PPM’s Baton Rouge operations and has seventeen years of experience in the environmental field involved with air permitting and regulatory review. His experience has focused on oil and gas air permitting as well as manufacturing air permitting. During his seven years with the Louisiana Department of Environmental Quality (LDEQ), he worked as a technical resource for compliance and enforcement personnel for regulatory interpretation of NESHAPs, Minor Source, Title V, and PSD permit requirements. He developed personnel accountability goals, addressed procedural deficiencies, and developed general permits for LDEQ. Mr. Gautreaux is familiar with LDEQ and Environmental Protection Agency (EPA) protocol, and the LDEQ Offices of Environmental Compliance, Assessment, and Services including the Permits Division. Mr. Gautreaux resides in Baton Rouge where he enjoys spending time with his husband, cheering on the LSU Tigers across all sports, filling up on delicious Cajun cuisine, and cuddling with his adorable Boston Terrier, Miles.

Harold Leggett, PH.D.
Dr. Leggett has more than 29 years of professional and consulting experience in environmental management, environmental compliance, health and safety compliance, process safety management (PSM), natural resource management and assessment, NEPA and FERC coordination and compliance assessment. Dr. Leggett brings unique professional knowledge, experience and perspective gained from employment in industry (Forest Products and Interstate Natural Gas Pipeline companies), regulatory (Louisiana Department of Environmental Quality and US Navy – Industrial Hygiene) and consulting engineering firms.
In addition, Dr. Leggett has been a member of the Unified Command Group (UCG) for the State of Louisiana and has served as lead contact between the state and federal agencies for emergency response and environmental and debris management recovery activities following Hurricanes Katrina, Rita, Gustav and Ike.
He has served on numerous task force and appointments to develop and implement comprehensive environmental regulations for Louisiana and the United States. Dr. Leggett has presented numerous presentations, white papers and position publications on the impact of environmental rules and regulations on Louisiana. Recently, Dr. Leggett has had a paper published in an issue of the Environmental Forum Journal which discusses the impact of environmental policy on economic and business interest in the United States. In 2013 Dr. Leggett was invited to serve as a Research Affiliate with LSU’s Stephenson Disaster Management Institute.
Senior Engineer
Mike Luckett, P.E.
Mr. Luckett is a Senior Engineer with PPM Consultants, Inc. and has over 31 years of experience in the assessment and remediation of soil and groundwater. Mr. Luckett is a registered professional engineer in three states. His technical expertise includes managing retail, industrial, and exploration and production projects with tasks including Phase I and Phase II assessments, risk evaluation, corrective action plan development, remediation design, installation and operation of remediation equipment, and site closures. Mr. Luckett’s experience has included working with regulatory agencies to develop the best solution for bringing sites to closure, preparing and managing budgets, and managing field tasks. In addition, Mr. Luckett has prepared corrective action plans, designed and built remediation systems, and installed and operated remediation systems for sites all over the United States. Mr. Luckett has prepared SPCC Plans, Facility Response Plans, and Coast Guard Operations Manuals for sites in Louisiana and along the Gulf Coast. He has also completed the Quality Project and Program Management (R6 QA) Training required by EPA Region 6 for contractors of Brownfield Assessment Grantees. Mr. Luckett is a 4th degree black belt in Tang Soo Do Karate and continues to train and teach on a regular basis.
Principal/Senior Geologist
Tim Powers, P.G.
Tim Powers has 37 years of experience in the environmental field. Tim is a registered professional geologist. His technical expertise includes soil and groundwater contamination assessment and remediation, due diligence associated with real estate transactions, environmental studies, regulatory compliance, industrial greenfield site development, regulatory coordination, wetland delineation coordination, cultural resource survey coordination, traffic impact study coordination, Corps of Engineers coordination and permitting, local government permitting communication and permitting, and site utility installation coordination. Tim has a wide range of experience in the environmental field throughout the southeastern United States. He is responsible for client and regulatory agency communication; project and client management; quality assurance/quality control; technical review of documents, training and managing technical staff; and office management. Tim enjoys spending time with his family, gardening, cooking, camping, and other outdoor activities.
