Todd Perry is a co-founder and principal of PPM Consultants, Inc., located in the Monroe, Louisiana office. He has a broad geological background, including course work and experience in hydrogeology and environmental geology, including over 30 years of experience in the environmental field. He is registered as a Professional Geologist/Geoscientist in five states. He possesses expert knowledge of environmental regulations, including Resource, Conservation, and Recovery Act (RCRA) and the Comprehensive Environmental Response Compensation and Liability Act (CERCLA). He has been involved in numerous committees and legislative efforts to help shape environmental law, rules, and policies. He is sought out as an expert in environmental strategy and regulatory negotiations. He has managed or participated in thousands of environmental projects. In addition to his professional accomplishments, he has been a member of many charitable boards, volunteered countless hours for civic endeavors, and enjoys time with his family Keith Pyron, P.G.Principal/Senior Geologist Brownfields RedevelopmentKeith Pyron has over 30 years of experience and is a Principal and founder of PPM Consultants, Inc. Keith also serves as Principal-in-Charge for the company’s government project program. For the past 25 years, Keith has managed and overseen large task order contracts and worked with numerous remedial action projects throughout the Southeast. Projects involving Keith’s management and/or direct participation include closure of Resource Conservation Recovery Act (RCRA) surface impoundments, Remedial Investigation/Feasibility Studies of National Priorities List sites, and assessment and remediation of petroleum contaminated sites from aboveground storage tanks and underground storage tanks (USTs) and NEPA Reviews. Keith’s extensive remediation experience includes the use of 15 different technologies. Keith also brings extensive experience working with municipalities, assisting them with the Environmental Protection Agency (EPA) Brownfields program by providing grant writing, site inventories, technical oversight, and program management. Mike McCown, P.G.Principal/Senior GeologistBrownfields RedevelopmentMike McCown is a founding member of PPM Consultants, Inc. and has over 30 years of experience in the environmental field. Mike is a registered professional geologist in three states. His technical expertise includes soil and groundwater contamination assessment and remediation, due diligence associated with real estate transactions, brownfields redevelopment, environmental studies, and regulatory compliance. Mike has a wide range of experience in the environmental field throughout the southeastern United States. He is responsible for client and regulatory agency communication, contract and regulatory negotiations; project management; quality assurance/quality control; technical review of documents, training and managing technical staff; management of day-to-day company affairs including financial management, human resources, risk management, and development of long-term business strategies. Mike resides on a mountaintop near Birmingham, whose primary passions include his family, his Christian faith, traveling the U.S in an Airstream, and numerous outdoor hobbies and pursuits. Roman DixonPrincipal/Chief Financial OfficerAs Principal and Chief Financial Officer (CFO), Roman Dixon is responsible for all of the company’s financial functions, including accounting, audit, corporate finance, and securing and maintaining banking and vendor relationships. He also oversees and manages all human resources and IT activities for PPM. His career spans more than 25 years of varied experience in financial management, business leadership, and corporate strategy. Prior to joining PPM in 2002, Roman served in the U.S. Coast Guard at a Marine Safety office in Memphis, Tennessee where he gained experience in the environmental and emergency response fields. Before leaving the Coast Guard he received a Commandant Letter of Commendation for his service. Michael L. Ellison, P.E.Principal/Senior Engineer/District ManagerSoil & Groundwater Assessment & RemediationMichael Ellison serves as Principal/Senior Engineer and District Manager for PPM Consultants, Inc. Birmingham, Alabama, office and holds professional engineering licensure in three states. He has over 25 years of experience in the environmental field ranging from general environmental compliance to soil and groundwater contamination assessments and remedial actions. Michael has managed all aspects of these projects including, construction stormwater permitting/compliance; development of hydrogeologic assessment work plans; installation of soil borings and groundwater monitoring wells; aquifer testing and analysis; and analysis of soil and groundwater analytical data. Michael has authored many Risk-Based Corrective Action (RBCA) evaluations, utilized to assess current and future risks to human health and the environment and to request site-specific corrective action levels from appropriate regulatory agents. He has also developed corrective action plans for the remediation of soil and groundwater contamination at numerous facilities across the Southeast. Michael has extensive experience associated with remediation system installation, operation, and maintenance, equipment monitoring and optimization, and equipment demobilization upon obtaining site objectives. He has over 27 years of experience managing remedial action projects. In his free time, you can find Michael enjoying time with his wife and children or remembering those times when he used to play golf, hunt, and fish. Jere (Trey) Hess, P.E.Principal/Marketing DirectorBrownfields Redevelopment, Environmental Due Diligence, Assessment and RemediationAs a Principal in our Jackson, Mississippi office, Trey serves as corporate Marketing Director for PPM and was the recipient of the prestigious Phoenix Award at the 2023 National Brownfield Conference as a “Brownfield Groundbreaker” for his business-minded approach to solving brownfield and economic redevelopment challenges. Prior to joining PPM in July 2016, Trey served as the Chief of the Groundwater Assessment & Remediation Division (GARD) for the Mississippi Department of Environmental Quality (MDEQ) and was responsible for the State cleanups at superfund, leaking underground storage tanks, brownfields, voluntary cleanups, and uncontrolled sites. Prior to his tenure as Division Chief, Trey served as the State Brownfield Program Coordinator for sixteen (16) years. One of the highlights of his 23-year career at MDEQ was establishing the financial and liability protection incentives that encourage redevelopment and cleanup of brownfields in Mississippi. Among them are the Mississippi Economic Redevelopment Act (MERA) and the Mississippi Brownfield Voluntary Cleanup and Redevelopment Act. He is a registered Professional Engineer and received a Bachelor’s degree and an MBA from Mississippi State University; along with a Master’s degree in Environmental Engineering from the University of Mississippi. Trey is an Eagle Scout (for life!) and enjoys canoeing, camping, and spending time with his family and friends. Zane G. Hood, Jr., P.E.Principal/Senior EngineerWater & Waste Permitting & ComplianceZane Hood serves as a Principal/Senior Engineer and Regional Manager over PPM’s Birmingham, Mobile, Pensacola, and Orlando offices where he has full responsibility for financial and technical oversight of the offices. Zane holds professional engineering licensure in six states. He has over 30 years of experience as an environmental engineer with a focus on assessment and remediation of soil and groundwater contamination and a broad range of industrial compliance and permitting. As a Principal in the firm, Zane is responsible for operations including project management, client and regulatory relationships, training, and health and safety. Other duties include business development, talent recruitment, resource allocation, annual budgeting, and strategic planning for the company. Prior to his employment at PPM, Zane was a senior project manager with an Alabama-based consulting firm where he established much of his technical expertise. In his spare time, he enjoys time with his family, travel, golf, hunting and fishing, motorcycling, and serving at his community Church. Shawn P. Ivey, P.G.Principal/Senior GeologistBrownfields RedevelopmentShawn Ivey is a Principal of PPM Consultants, Inc. and has over 25 years of experience in the environmental field. Shawn is a registered professional Geologist in Louisiana. His technical expertise includes soil and groundwater contamination assessment and remediation, due diligence associated with real estate transactions, brownfields redevelopment, environmental studies, risk assessments, and regulatory compliance. Shawn has a wide range of experience in the environmental field throughout the southeastern United States. Shawn is the technical lead for the Monroe Office for brownfields, UST assessment, and risk assessments. Annie McIlwain, P.E.Principal/ Senior Engineer/ District ManagerAir, Water & Waste Permitting & Compliance, Environmental Due Diligence, Underground Storage Tank ServicesAnnie is a Principal, Professional Engineer, Certified Asbestos Designer, and District Manager in our Jackson, MS office and brings more than 10 years of experience addressing environmental and health and safety (EHS) compliance, assessment, and due diligence issues throughout the Southeast. Her project background includes stormwater system evaluation, permitting of all environmental media, EHS compliance audits, EHS compliance programs, and air dispersion modeling. Additionally, she is heavily involved in due diligence, asbestos, and Brownfield services provided by PPM including: Phase I and II Environmental Site Assessments (ESAs), asbestos abatement designs and specifications, Brownfield grant management, and Brownfield redevelopment. Annie has a Bachelor of Science in Civil Engineering and a Master of Science in Civil and Environmental Engineering from the University of Mississippi (Hotty Toddy!). She is a member of Air & Waste Management Association (A&WMA) and the Mississippi Manufacturing Association’s Steering Committee. She lives in Madison, MS with her husband Jason and their two sons, Will and Garrett – along with a bevy of pets. She enjoys reading, singing, cooking, working out, and spending time with family and friends. Charles R. Plummer, P.E., M.S.Principal/Senior EngineerAir, Water & Waste Permitting & ComplianceCharles Plummer has over 40 years of experience and supervises 60 engineers, geologists, toxicologists, and environmental professionals involved in engineering design and specifications, feasibility studies, soil and groundwater remediation, emergency response, risk assessments, SP001 certified tank inspections, stormwater management, and pollution prevention, regulatory permitting for air and water, compliance monitoring and reporting, NEPA and wetland permitting, environmental data analysis and modeling, and compliance-related training for CMS, SPCC, SWPPP, etc. for the private, commercial, government, energy, manufacturing, and industrial markets. All project tasks are performed by an assigned project team, which is managed by a project manager with expertise in individual sectors such as oil and gas, wood products, pipeline and terminals, petroleum storage and transport, bioenergy, meat, and food processing, waste disposal, etc. Each project is tracked using the most state-of-the-art management software, which allows cost and the critical path to be monitored throughout the life of the project. Tim is a registered professional geologist. His technical expertise includes soil and groundwater contamination assessment and remediation, due diligence associated with real estate transactions, environmental studies, regulatory compliance, industrial greenfield site development, regulatory coordination, wetland delineation coordination, cultural resource survey coordination, traffic impact study coordination, Corps of Engineers coordination and permitting, local government permitting communication and permitting, and site utility installation coordination. Tim has a wide range of experience in the environmental field throughout the southeastern United States. He is responsible for client and regulatory agency communication; project and client management; quality assurance/quality control; technical review of documents, training and managing technical staff; and office management. Tim enjoys spending time with his family, gardening, cooking, camping, and other outdoor activities. Jared SaterfielPrincipal/District Manager Soil & Groundwater Assessment & RemediationMr. Saterfiel is a Principal and District Manager of the Monroe, LA Office as well as a project manager/project engineer at PPM with over 15 years of multi-disciplinary experience in environmental engineering, management, remediation, compliance, geologic investigations, and quality assurance / quality control work. Jared also serves as design engineer for remediation projects in Louisiana and Arkansas and provides technical support for remediation projects in Mississippi, Alabama, and Florida. He has a wide range of experience in site management, remedial actions, remedial systems design, site investigations, risk assessments, operation and maintenance, regulatory permitting, and compliance monitoring and reporting. Jared is one of the technical leads for PPM for Remediation. Jared holds a Bachelor of Science in Construction Engineering Technology. Mr. Saterfiel resides in West Monroe, LA, whose primary passions include his family and friends, numerous outdoor activities, and blacksmithing. Isaac SmithPrincipal/ Environmental Compliance Manager/ District ManagerAir, Water & Waste Permitting & ComplianceIsaac Smith is a Principal, District Manager and Environmental Compliance Manager in PPM’s Spanish Fort office. He has over 20 years of experience in the environmental field. Isaac specializes in air permitting and compliance but his technical experience includes water and waste permitting and compliance, Risk Management Plans, and Process Safety Management. His air expertise includes air permitting, compliance reporting, emissions measurement and calculations, control device efficiency and optimization, and continuous emission measurement systems (CEMS). He has extensive knowledge of environmental regulations, including the New Source Performance Standards (NSPS), National Emission Standards for Hazardous Air Pollutants (NESHAP), and Risk Management Plans (RMP). He has performed, managed, or participated in several hundred projects involving emission measurement, air permitting, compliance reporting, and regulatory agency communication. Isaac is responsible for personnel, client, and project management; scheduling, training, and management of technical staff; quality assurance/quality control of deliverables; office marketing, sales, and financial performance; and development of sustainable growth strategies. Isaac resides in Daphne with his wife and two daughters. The family spends most of their free time on the local bays or Gulf of Mexico fishing and boating. Corey GautreauxDistrict Manager Air Permitting & ComplianceMr. Gautreaux is the District Manager for PPM’s Baton Rouge operations and has over 15 years of experience in the environmental field involved with air permitting and regulatory review. His experience has focused on oil and gas air permitting as well as manufacturing air permitting. During his seven years with the Louisiana Department of Environmental Quality (LDEQ), he worked as a technical resource for compliance and enforcement personnel for regulatory interpretation of NESHAPs, Minor Source, Title V, and PSD permit requirements. He developed personnel accountability goals, addressed procedural deficiencies, and developed general permits for LDEQ. Mr. Gautreaux is familiar with LDEQ and Environmental Protection Agency (EPA) protocol, and the LDEQ Offices of Environmental Compliance, Assessment, and Services including the Permits Division. Mr. Gautreaux resides in Baton Rouge where he enjoys spending time with his husband, cheering on the LSU Tigers across all sports, filling up on delicious Cajun cuisine, and cuddling with his adorable Boston Terrier, Miles. Brian Richards, P.G.District Manager Environmental Due Diligence, Assessment & Remediation, Soil & Groundwater Assessment & Remediation, Underground Storage Tank ComplianceMr. Richards is a District Manager of the PPM Orlando, FL Office and has over 35 years of experience in the environmental field. Brian is a registered professional geologist in Florida. His technical background and expertise include environmental studies associated with both chemical and pathological contaminates, as well as soil and groundwater contamination assessment and remediation including emergency storm water control measures, RCRA, CERCLA and UST remediation for the petroleum, chemical and industrial markets. He has a wide range of experience in the environmental field throughout the eastern United States. As district manager Mr. Richards is responsible for client and regulatory agency communication, project management; quality assurance/quality control; technical review of documents, training and managing technical staff; management of day-to-day company affairs including health and safety and company operations. Brian is an avid outdoorsman and spends his spare time hunting, fishing or working land development projects outdoors. Jeri F. Thrasher, CSP, MBAHealth and Safety DirectorJeri Thrasher is a Senior Toxicologist in PPM’s Monroe, Louisiana office and serves as the company’s Health and Safety Director with direct supervision of designated safety representatives assigned to each branch office. Jeri has over 25 years of technical and management experience in the commercial, governmental, and industrial sectors with emphasis on employee health and safety in accordance with regulatory standards. Her role as the Health and Safety Director is to ensure uniformed health and safety compliance throughout the organization, which is accomplished through employee education, random and targeted observations, near-miss reporting, incident investigation and root-cause analysis, medical monitoring, statistical performance analysis and benchmarking, as well as other similar general industry practices. Jeri resides in north-central Louisiana and spends her personal time gardening, farming, and spoiling her grandchildren. Jon WomackIT DirectorAs Director of Information Technology, Jon Womack is responsible for all of the company’s IT infrastructure and implementing technologies to support the business units. His career spans more than 25 years of varied experience. Prior to joining PPM, Jon served in the United States Marine Corps and served in a deployment to Iraq.
