Isaac Smith
Isaac Smith is a Principal, District Manager and Environmental Compliance Manager in PPM’s Spanish Fort office. He has over 20 years of experience in the environmental field. Isaac specializes in air permitting and compliance but his technical experience includes water and waste permitting and compliance, Risk Management Plans, and Process Safety Management. His air expertise includes air permitting, compliance reporting, emissions measurement and calculations, control device efficiency and optimization, and continuous emission measurement systems (CEMS). He has extensive knowledge of environmental regulations, including the New Source Performance Standards (NSPS), National Emission Standards for Hazardous Air Pollutants (NESHAP), and Risk Management Plans (RMP). He has performed, managed, or participated in several hundred projects involving emission measurement, air permitting, compliance reporting, and regulatory agency communication. Isaac is responsible for personnel, client, and project management; scheduling, training, and management of technical staff; quality assurance/quality control of deliverables; office marketing, sales, and financial performance; and development of sustainable growth strategies. Isaac resides in Daphne with his wife and two daughters. The family spends most of their free time on the local bays or Gulf of Mexico fishing and boating.

Senior Geologist/Project Director
Greg Stover, P.G.
Mr. Stover has 41 years of experience as a geologist and serves as a QA/QC Manager with PPM. He worked as a geologist for an oil field service company for seven years and has been an environmental consultant for 34 years with specialized experience in brownfields, due diligence assessments, subsurface investigations, risk assessments, and remediation. He has extensive knowledge of environmental regulations, including the National Environmental Policy Act (NEPA), Resource Conservation Recovery Act (RCRA), and Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). He has performed, managed, or participated in several hundred assessments for redevelopment involving halogenated solvents, petroleum, metals, pesticides, and polychlorinated biphenyls. He has been responsible for personnel training and quality control/senior review for Phase I and II ESAs, NEPA assessments, contamination assessments, and risk assessments. He has been responsible for final QA/QC of all project work performed, negotiation and interfacing with state and local environmental agencies, technical planning and supervision of fieldwork, and schedule and budget control.
Senior Geologist/Project Manager
Rodney Kilgore
Rodney Kilgore is a Senior Geologist and serves as a Project Manager in PPM’s Mobile (Spanish Fort), Alabama office. Rodney holds professional geologist licenses in four states. Rodney has over 20 years of Project Management and environmental experience and has managed numerous environmental projects throughout the Southeast and Midwest. His technical expertise includes soil and groundwater contamination assessment and remediation, due diligence associated with real estate transactions, Brownfields redevelopment, environmental studies, and regulatory compliance. Day-to-day responsibilities include client and regulatory agency communication, project management and oversight, report preparation, quality assurance/quality control/review of technical documents, financial oversight of project budgets, and proposal preparation. Rodney lives in Fairhope, Alabama with his family and is an award-winning nature photographer.
Principal/Senior Geologist
Keith Pyron, P.G.
Keith Pyron has over 30 years of experience and is a Principal and founder of PPM Consultants, Inc. Keith also serves as Principal-in-Charge for the company’s government project program. For the past 25 years, Keith has managed and overseen large task order contracts and worked with numerous remedial action projects throughout the Southeast. Projects involving Keith’s management and/or direct participation include closure of Resource Conservation Recovery Act (RCRA) surface impoundments, Remedial Investigation/Feasibility Studies of National Priorities List sites, and assessment and remediation of petroleum contaminated sites from aboveground storage tanks and underground storage tanks (USTs) and NEPA Reviews. Keith’s extensive remediation experience includes the use of 15 different technologies. Keith also brings extensive experience working with municipalities, assisting them with the Environmental Protection Agency (EPA) Brownfields program by providing grant writing, site inventories, technical oversight, and program management.

Project Manager/ Senior Engineer
Ned Coleman
Mr. Coleman has over 14 years of experience in air quality and compliance and serves as a Senior Project Manager with PPM. In addition to 10 years of experience as an environmental consultant, he worked as an air pollution regulator for the Alabama Department of Environmental Management (ADEM) for 2.5 years and was a member of the corporate environmental team for a petroleum refining company for 2 years.
Mr. Coleman has a Bachelor’s Degree in Chemical Engineering (emphasis on Environmental Chemical Engineering) from Auburn University. He has an extensive knowledge of environmental regulations, including Title V Permitting, New Source Performance Standards (NSPS), National Emission Standards for Hazardous Air Pollutants (NESHAP), and Prevention of Significant Deterioration (PSD). Mr. Coleman also has experience in environmental auditing, Leak Detection and Repair (LDAR) programs, Greenhouse Gas (GHG) reporting, Optical Gas Imaging (OGI), Federal Energy Regulatory Commission (FERC) environmental report preparation, Spill Prevention, Control, and Countermeasure (SPCC) plans, and National Pollutant Discharge Elimination System (NPDES) permitting. Mr. Coleman is also a licensed professional engineer in Alabama, Florida, and Louisiana.
