NEPA Evaluations
PPM was retained to conduct an Environmental Assessment (EA) of two prisons as part of a proposal to be submitted to the Department of Justice (DOJ) – Bureau of Prisons (BOP). The BOP was asking for proposals to convert existing prisons from housing local prisoners to housing federal prisoners. The proposal had to be submitted within a short time frame. As part of the project, PPM prepared Phase I Environmental Site Assessments (ESAs) and completed full NEPA evaluations for each facility. PPM conducted the Phase I ESA first and did not identify any major issues. During the EA evaluation, a wetland issue was identified. The issue was quickly resolved by permitting with the Corp of Engineers (COE). The NEPA evaluations were completed within the specified timeframe and met with all requirements of the DOJ – BOP.
